After serving on active duty as a Lieutenant Colonel in the U.S. Marine Corps, Francis W. Gasper spent four years as an Assistant District Attorney in New York before joining the Federal Bureau of Investigation (FBI). Today, he relies on his military, legal, and law enforcement experience to assist both public and private-sector clients with internal investigations, external investigations, and high-stakes civil and criminal litigation.
FBI Special Agent. Mr. Gasper spent 25 years as a Special Agent with the FBI, retiring from the agency in 2021. During 14 years with the Organized Crime division in the FBI’s New York office, he played an integral role in numerous large-scale white-collar criminal investigations, including investigations targeting federal defense contractors, multi-national investment scams, and the infamous Bonanno crime family.
He then moved to the agency’s Bismark Resident Agency in North Dakota, where he spent 11 years leading investigations into bank fraud, embezzlement, public corruption, mineral rights schemes, cybercrimes, money laundering, and other white-collar offenses. This included leading an international multi-agency investigative team with operations in Jamaica, Costa Rica, Canada and Israel that secured 35 indictments and convictions for money laundering, mail fraud and wire fraud—making it the biggest case of its kind in U.S. history at the time.
Assistant District Attorney. Before joining the FBI, Mr. Gasper served four years as an Assistant District Attorney (ADA) in the Office of the District Attorney of Queens County, New York. As an ADA, Mr. Gasper managed the prosecution of serious assault, robbery, forgery, arson, and narcotics cases. He attended well over 100 court hearings and conducted four jury trials, all while managing a heavy caseload, overseeing investigations, conducting plea negotiations, and securing guilty pleas out of court.
U.S. Marine Corps Lieutenant Colonel. Mr. Gasper served as a Lieutenant Colonel in the U.S. Marine Corps from 1987 through 2011. He was on active duty from 1983 to 1987 and from 1990 to 1991, serving in the Reserve from 1987 onward. During his time in the Marine Corps, Mr. Gasper served in a variety of leadership, combat, and support functions, including as a Company Commander and as an Executive Officer of a Light Armored Infantry Company in Kuwait during Desert Storm.
Client Services. With his extensive background, Mr. Gasper offers a wealth of insights to both individual and corporate clients. He advises professional regulatory agencies in fraud and other matters as well. His services include conducting internal investigations focused on embezzlement and other forms of employee malfeasance, assisting with cybersecurity incident response, advising during white-collar law enforcement investigations, and serving as an advisor and expert witness in complex civil and criminal litigation.
Education and Credentials. Mr. Gasper graduated from Manhattan College in 1983 and received his J.D. from the Villanova University School of Law in 1990. He has been a licensed attorney in New York since 1990. He also holds private investigator licenses in New York and North Dakota as well as private detective licenses in Minnesota and Illinois.
